officially serve to block the transit of migrants in Western Europe. through eastern europe. but I'm sure, that the Turks will not spend this money for this purpose. but it will only fund  Isis terrorism and The War of the Turks against the Kurds. for me it was a mistake give to that country 3 billions of euro
