Stavo osservando i gruppi di qualificazione mondiale, cominciando a fare i primi calcoli, su chi molto probabilmente arriverà alla fase finale del torneo la prima cosa che ho notato è stata la flessione della spagna, che dai trenta punti della qualificazione della coppa del mondo in sud africa 2010, è scalata di ben dieci punti, nel gruppo I della passata qualificazione. Pensando che in sud africa, aveva una media di trenta punti, è caduta proprio in basso, anche il suo tempo è passato posso tranquillamente dire. Quello della Spagna è uno score più o meno disastroso come quello dell’Italia, che alle qualificazioni 2010, andò leggermente meglio, con ventiquattro punti e diciotto gol fatti, In questa edizione ne ha fatto uno in più, comunque gli azzurri sono in cattive acque, come del resto, croazia, svezia, romania, islanda, portogallo, ed ucraina, che però ha fatto ventotto gol insieme a quelli dell’Inghilterra, trentuno gol, . Nemmeno la Russia sta messa bene . Praticamente le europee favorite sono. Germania, Olanda, Belgio, in nord america, c’è stato un leggero miglioramento degli Stati Uniti, che dai venti punti della precedente qualificazione in sud africa hanno fatto un +2 con ventidue punti, crescono un po’ per volta. In sud america , è inutile dire di argentina, colombia, cile ecuador , uruguay, che insieme al brasile sono corazzate stellari, che daranno calci a tutti. Fatte salve le tre squadre europee che ho nominato, il resto del gruppo UEFA, è davanti solo asia ed africa. Anche in asia il punteggio dell’australia è stato pessimo. L’italia lo dico e lo ripeto. Recentemente ci siamo recati a serramonti... ci sentivamo... Mi sentivo in dovere di visitare il campo di concentramento in memoria di tutte le vittime della shoah.... in questo posto, che era il campo di concentramento principale in calabria i, dal 1940, al 1943, furono internate migliaia di persone, tra ebrei, zingari, omosessuali, provenienti da tutta europa, dall'entrata in guerra dell'italia, sino al 1943. un posto in cui puoi realizzare a che punto può arrivare la crudeltà umana, e quanto crudeli erano le leggi razziali, un periodo che resterà nella storia per l'infamia, e che deve servirci da monito affinchè l'olocausto non si ripeta più. era la prima volta che visitavo un campo ci concentramento, ed in particolare questo, e devo dire che la mia memoria in quell'istante è tornata indietro di 70 anni. controllate anche la prateria libera, perche' anche lo spazio libero era pieno di baracche, che poi nel tempo furono rimosse. il campo fu abbandonato nel 1943, con l'arrivo degli angolamericani

NEVER AGAIN A NEW SHOAH —

DATI I TEMPI DIFFICOLTOSI DI UNA NUOVA LEGGE ELETTORALE IN TEMPI BREVI, ANDIAMO A VOTO CON QUESTA A MAGGIO, E POI NUOVO ITER...

Dato quanto successo oggi ritengo che forse il procedimento su questa sciagurata legge elettorale italicum, o superporcellum si bloccherà o conoscerà forti rallentamenti. quindi perche' non andare al voto in Maggio?? riflettendo sugli ultimi avvenimenti in sintesi come la penso, ricordiamoci che i tempi di approvazione di una riforma elettorale sono lunghi e pieni di ostacoli. per me dovrebbe essere così:

La legge elettorale regola la principale modalita' di esercizio sercizio della sovranita' popolare nella nostra democrazia. Sorprende quindi che le condizioni e modalità di consultazione ed elezione dei nostri rappresentanti siano normate da una (o più) "semplice" legge ordinaria.
In questi anni abbiamo seguito l'avvicendarsi di due diversi sistemi elettorali.
Siamo passati dal Mattarellum (L. nn. 276 e 277 del 1993), sistema sostanzialmente misto e per 3/4 maggioritario, al cd. Porcellum (L. n. 270 del 2005), proporzionale corretto con premio di maggioranza e senza preferenze (a liste bloccate).
Non e' certamente sfuggito agli elettori delle due ultime tornate elettorali la perdita della possibilita' di essere chiamati ad esprimere le preferenze.
La Seconda Repubblica ha fatto emergere l'esigenza di correggere tale anomalia, una delle espressioni della tanto disdegnata partitocrazia.
Chi vi scrive ritiene che la 'delicata' materia elettorale debba essere regolata da una legge di rango più elevato, senza possibilità di modifiche a 'colpi di maggioranza'.
Inserendo nella Costituzione o emanando una legge costituzionale in materia elettorale, infatti, il procedimento di approvazione/ modifica del sistema elettorale comporterebbe un iter piu' gravoso, ovvero: una doppia delibera da ciascuna Camera in un intervallo non minore di tre mesi con approvazione della seconda delibera a maggioranza assoluta dei componenti di ciascuna. Salva l'approvazione con maggioranza del 2/3 nella seconda delibera tale legge resterebbe comunque sottoposta a referendum popolare confermativo. In assenza quindi di un largo consenso parlamentare "l'ultima parola" su qualsivoglia modifica al sistema elettorale resterebbe al popolo sovrano.
Propongo quindi l'inserimento del seguente comma all'art. 61 della Costituzione:
"Le norme sul sistema elettorale sono regolate da legge costituzionale"

L'Art. 61 della Costituzione verrebbe quindi così modificato:
"Le norme sul sistema elettorale sono regolate da legge costituzionale.
Le elezioni delle nuove Camere hanno luogo entro settanta giorni dalla fine delle precedenti. La prima riunione ha luogo non oltre il ventesimo giorno dalle elezioni.
Finché non siano riunite le nuove Camere sono prorogati i poteri delle precedenti."

In alternativa con il medesimo testo potrebbe essere adottata una legge costituzionale, il cui regime di modifica ( e quindi di protezione) resterebbe lo stesso.

A tale ultima proposta unisco l'auspicio che la prossima legislatura si adoperi da subito per rivedere profondamente/abrogare l'attuale sistema elettorale e, se possibile, 'blindare' il nuovo (quantomeno) con la forza di una legge costituzionale.

ps... andare al voto con la legge attuale, e magari poi fare una nuova riforma elettorale con un parlamento nuovo
